CIP #0 - Adopt proto-DAO bylaws

--Summary--

First things first: before the proto-DAO can produce CIPs for Convergence, we need to agree on the rules governing its operation.

To this end, by-laws have been written and reviewed by proto-DAO members. We propose their adoption, through a formal vote, as the first elements of the proto-DAO's operating framework.
