CIP #9 - Modify ysCVG rewards distribution

Restrain ysCVG rewards to the following tokens: CRV, FXS, and CVX. Implement a streaming method to distribute rewards.

—- Rationale -—

Since we are not directly farming PRISMA nor CNC, we propose to limit the cohort of ysCVG tokens to the following assets: CRV, CVX, and FXS.

Reducing the number of tokens would reduce gas costs for claiming, and potentially make ysCVG more attractive, as most Curve ecosystem players are mostly focused on these 3 tokens only.

All farmed SDT would be directed back to the upcoming staked CVG primitive (stkCVG).

We also propose to stream rewards instead of dropping them once every 3 months. Lockers would then start earning immediately.

Rebalance POD holdings and implement a new version of the ysDistributor contract.
