[Convex] Reduce minimum gauge vote weight to 0.05%

As previously communicated, we are looking to improve our voting mechanics and optimise our system as voting process matures. For this, recently we’ve removed all maximum hard caps progressively. With our platform growing, we believe reducing minimum vote weight requirement of 0.1% is now appropriate for broader participation.

Convex team proposes reducing the hard cap of the minimum gauge weight requirement from 0.1% to 0.05%. If approved these changes will go into effect for the gauge weight vote on July 6th.
