Add new gauge type (type id = 12) for BNB Chain (with weight of 1). Add ETH<>BNB LayerZero bridge to the gauge controller, with gauge type 12. Set the daily issuance limit of the bridge to 75,000 CRV (the amount which can be bridged over from/to bnb/ETH), and the excess issuance delay to 1 day (the amount of time to wait before CRV can be minted after the issuance limit has been reached).
