Balance governance weighting of Gen's

Proposal to adjust governance weighting of gen0 pirates

Tortuga will soon have 10,000 more pirates joining the DAO. This new generation will have the same voting rights as the current generation of one pirate equals one vote. Due to the size difference in the generations if one pirate equals one vote then the new generation will have the majority of the voting weight. This proposal is to make the weighting between the two generations more balanced.

This proposal will:

• Change voting power of gen0 pirate to a weight of 3x
• Voting power of gen1 after mint to be set at 1x
