Allow Kings to spend/sell Moonsama resource assets

This proposal gives the power to the Pirate Kings to sell or spend Moonsama resources collected by the community to further the DAO's goals.

This may be to sell the assets for MOVR to increase the liquidity pool or to buy plot(s) in the season 2 of the Moonsama Metaverse for the enjoyment of Pirate holders and to increase the DPS presence in that ecosystem.
