Proposal to introduce TMAP staking limit of 7 days

This proposal is to implement 7day limits for producing TMAPS. This means you will need to claim your TMAPs within a 7day period or your TMAP production would max and pause after 7 days. The reason behind this proposal is to slow down the high TMAP inflation that we currently experience.

This proposal needs 75% of votes in favor to pass and we vote with the new voting system that includes both 🦜 and 🐊 on the proposal

What would this mean?

If the proposal passes we will pause voyaging on Moonbeam for 2 weeks while we implement these changes
