Proposal to increase Tmap emission rate

With the recent voyaging on ARB Nova we propose increasing the Tmaps emission rates to 4 Tmaps every 24 hours.

Why the increase?

We think this will help strike the right balance between bringing down the costs of Tmaps to voyage as well as still encouraging LP providers.
