The current proposal seeks a 6-month extension period for Social EGP 29 - Everclear DAO Code of Conduct, alongside some considerations regarding the final version that shall be incorporated into the Everclear DAO Constitution.
Voted in April, Social EGP 29 represented the final version of the Code of Conduct Constitution, which was composed of three previously voted proposals, alongside two sections regarding Delegates’ Expectations and Conflict Resolution and Enforcement.
Moreso, the proposal stated a 6.5 trial period in order to test the viability of the Code of Conduct before permanently incorporating it into the Everclear DAO Constitution. With that trial period having ended, we are submitting this proposal after some considerations that we’d like the DAO to vote on.
In that sense, this proposal tackles 3 points:
This should provide enough time to reach enough participation to conduct the required constitutional vote to incorporate the corresponding segments into the Everclear DAO Constitution. If required, an additional 2-month extension can be approved by Everclear Foundation.
Operations require flexibility, and due to the very nature of DAO activity, we consider that initiatives such as the ones stated in EGP 21, EGP 22, and EGP 23 shouldn’t be hard-coded into the Constitution, a document that should stand the test of time and provide the most fundamental guidelines for the DAO and not refer to ongoing operations or frameworks, which may require modifications.
This additional section incorporates a standardized wind-down voting requirement in case any given proposal doesn’t specify one. The process should be read as follows:
It will be required to submit a Snapshot vote where the number of FOR votes to wind down the initiative meets 15M CLEAR. If there are more voting options than the basic FOR/AGAINST/ABSTAIN, the option with the largest number of votes will be applied, given that the options to modify/cancel an initiative together exceed 15M CLEAR. For the purpose of clarity, if a proposal only seeks to modify an existing initiative, this voting requirement will not apply.
The individual/entity that brings forward the proposal to cancel an ongoing initiative is expected to provide sufficient information and rationale to help inform the DAO of their intentions. Any individual/entity with the adequate 600,000 CLEAR of voting power to post a vote on Snapshot may move the proposal forward.
The revised Code of Conduct will be in effect following its ratification with a Snapshot vote through June 30th, 2026. At the conclusion of this 2nd trial and if incorporated in the Constitution, the revisiting of the Code of Conduct will be done on an annual basis.
