Abstract
This proposal requests Everclear DAO approval to:
- Terminate the EverScale Grant Program after its initial four-month Season 1 (Mar–Jun 2025).
- Return ≈ 33.33 M CLEAR (all tokens in excess of the reserve) from the Grants BORG multisig back to the DAO treasury.
Season 1 demonstrated that key ecosystem actors are now using Everclear organically; further token incentives are no longer required.
Motivation & Rationale
- Self-Sustaining Adoption. Since March, solver and MM volume has kept growing without incremental CLEAR spend.

- Treasury Stewardship. Returning unused tokens strengthens DAO reserves, preserving capital for higher-ROI initiatives down the line.
- Clear Market Signal. Concluding a large incentive program sends a strong, positive signal to the market — increasing transparency around upcoming token flows and reinforcing confidence in DAO discipline.

FAQ
Why not keep the program alive and scale it down?
Analysis shows marginal volume gains per CLEAR spent have fallen sharply; organic usage now meets growth targets.
What happens to current partners?
Their signed grant agreements remain valid and are fully covered by the residual reserve.
Could we revive EverScale later?
Yes. The DAO can always propose a new, better-targeted incentive plan if market conditions change.
