After its first term, we're confident to say the first Governance Task Force has achieved its primary process of facilitating governance operations and driving its activity forward in a streamlined, transparent, and proactive way. This first round has also allowed us to re-iterate the tasks of a potential new term, considering the current and expected level of activity, the upcoming discussions for the Everclear DAO, and the overall protocol priorities.
In that sense, the threefold task force will be condensed into a single role responsible for the specific set of tasks listed below in the post. This should allow for even further efficiency and
having a simplified structure able to undertake those responsibilities, not without the valuable contributions of delegates and the community as a whole.
This renewal will be focused on ensuring the smooth flow of operations and pivoting towards initiatives that pair the current efforts of protocol growth. The bonding system and CLEAR migration were the kickstarters of a new set of discussions that will hopefully go through the governance system into full-fledged programs that catalyze Everclear's expansion.
Restructure the current GTF by condensing all tasks into a single role, responsible for the specific set of tasks listed below in the post. The new term will be 12 months, with a mid-term clause in which we're going to post a Snapshot Vote to ratify the continuity of the GTF.
With the main purpose of acting as governance facilitators, during its first term, the GTF has contributed with the following actions to the Everclear DAO.
These contributions were tackled by each of the GTF members based on their specific scope of work. Nonetheless, the previous iteration showcased some challenges proper for a team composed of multiple organizations, which was something originally intended in the search for plurality and diverse backgrounds. On one hand, coordination overhead was expectably present alongside the term, requiring the Program Manager to take highly active participation. Also, some overlap between the Operations Officer and the Program Manager functions were presented, with slightly different scoped tasks that could be logically composed in a single role, mostly regarding community support and operations.
On the other hand, the Treasury Officer role ended up falling short in terms of the required authority and compensation to conduct treasury-related initiatives, ending up as a middle-ground between an advisor and a manager. In that sense, our current expectation is to facilitate to the DAO the possibility of having a dedicated Treasury Manager to the full of its meaning and that is being able to take present strategic initiatives in order to help the DAO grow sustainably and efficiently.
It is imperative to mention that by no means these observations are related to @L2beat and @daoplomats performance, which has been nothing but professional. Their commitment to the DAO isn't undermined by this new approach to governance facilitation and their responsibility was proven constantly. Having said that, we want to deeply thank both of the teams.
The new scope for the GTF will be comprised of the following items:
Act as a liaison with the Everclear Foundation Governance team regarding community engagement, user needs and DAO perspective on strategic proposals
Ensure respect and compliance with the constitution and regulations of the Everclear DAO. Also reporting to the DAO any improper action/non-compliance by any of the team members.
Monitoring the compliance of proposals requiring periodic reporting and ensuring those involved to comply with such reporting.
To make sure that the different proposals in the forum can be submitted to vote (either by uploading it himself or a delegate)
Provide advisory support to navigate the proposal process, including drafting proposals, formulating proposal code, and communicating with relevant parties, ensuring that the proposals meet the minimum requirements to be taken to a vote.
Facilitate the creation of working groups for specific proposals.
Communicating to delegates/community when a proposal is put to a vote and its outcome when it is concluded as well as ongoing contact with Everclear DAO delegates to address queries and questions.
Analyze voting patterns and anticipate results to identify potential risks
Being in charge of starting the different electoral processes to renew the positions in due time and form.
Organizing general delegate calls (in principle monthly), and meetings for specific purposes, generating reports based on both including transcripts, recordings, and a summary of what was discussed at each meeting.
Drafting biweekly reporting on DAO activity
To be a signer of the various multi-sigs that are created to make partial payments to service providers and others. It will also exercise oversight over payments and drive accountability if required.
Prepare monthly reports on the status of the treasury and project CLEAR outflows (and income, if applicable in the future)
Seek partners who can provide treasury-related services to the DAO.
Provide and encourage feedback/discussion on those proposals deemed necessary to improve treasury management.
Management of the Official Communications Channels like the X Everclear DAO account and participation in discussions in the #governance-chat channel of Connext's Discord server.
Develop DAO Growth initiatives in order to increase activity and participation in the DAO
For this iteration, we'll be focusing on ensuring a smooth flow of operations by absorbing key tasks to that end, always with the focus on driving the DAO forward and contributing to an informed, engaged, and active community. Given this, we want to contribute to the current expansion that is present in initiatives such as vbCLEAR and EverScale, which will require matching efforts from the DAO side.
To that end, we'll commit to exploring initiatives to expand participation and attract talents that make up the Everclear growth. The rather technical nature of the protocol demands for applicable knowledge on interops, DeFi and partnerships and we're set to attract those set of contributors with the right set of governance rails that, as seen in the Governance Metrics report, can be improved.
SEEDGov will be the team in charge of the Governance Task Force.
For this renewal and given the prior round we'll be proposing a year-long term with a semestral ratification upon Snapshot voting.
The required budget for the period will be 5,000 USD per month to be paid in CLEAR, and 1,500,000 CLEAR which will be tied to a 12-month vesting contract. Both expenses will be tied to the semestral renewal which if were to fail will represent the return of funds to the treasury.
The Task Force reserves the right to request further funding from the DAO in the event that CLEAR price changes exceed the pre-established buffer. Unused CLEAR will be returned to the treasury (or may be used for the next mandate of the Governance Task Force, subject to DAO approval).
The final CLEAR amount was calculated using 30-day VWAP (Coingecko) before posting the Snapshot Vote (0.03930480367) and it includes a 50% buffer (0.01965240184)
The GTF Budget will be sent to the same GTF Multisig used in the first iteration:
