[BLT/DAO] Authorisation for BIM Labs Team to Manage Protocol Fee Wallets

• Transfer the converted fees to the DAO's treasury wallet on Polygon (0x115A40E5F42a9369797643a65220411C533da38c).
• The manage protocol fee wallet proposal is valid until 31 December 2024.
