[BLT/DAO] Increase in the number of signatories to the DAO Wallet and inclusion of the BIM Labs Team

Summary of the Proposal: This proposal aims to increase the number of signatories for the DAO's treasury wallet and to include members of the BIM Labs Team as signatories. The objective is to enhance security and decentralization of the DAO's treasury operations.

Context: Currently, there are four signatories from BIM Finance France for the DAO's safe wallet, requiring three out of four to validate a transaction. Increasing the number of signatories and required signatures will improve security and decentralization.

Proposal Details:

• Increase the number of signatories for the DAO's treasury wallet from 4 to 7.
• Include BIM Labs Team members as signatories.
• Require 5 out of 7 signatures to validate a transaction.
• Ensure that every transaction with the DAO wallet still requires a community vote for approval.
• The Management DAO portfolio proposal is valid until 31 December 2024.

Voting Options:

• Yes: Approve the increase in the number of signatories and the inclusion of BIM Labs Team members as signatories, with a requirement of 5 out of 7 signatures for transaction validation.
• No: Reject the proposal.

Voting Process: BIM token holders are invited to vote for one of three options. The vote will determine BIM Finance's development strategy.
