[Emergency] DIP 01 - Malicious address disposition

Summary: The Debox team received feedback from users about the existence of bugs in the invitation system, the technical team has been urgently fixed. At present, 58 malicious addresses exploiting the bug have been identified, and all stolen 36520 vDBX have been frozen urgently, further disposal will be decided by community vote.
