[Decentraland DAO] Support DCL Reporters and Improve Content Quality

The Decentraland Report grant of $60K is currently passing with 2.6M YES, 1.5M NO. However, 1.1 million VP on this grant is from two people that are directly gaining money from it, creating a conflict of interest. If they did not vote on their own grant, this would not be passing, as expressed by the community in the comments and “No” votes. This team has also received 5 previous DCL grants, over $120k+ worth of funds, which have not brought back any significant value to Decentraland. There should be a limit of how much money a team can continue to extract from the DCL DAO, especially if their past history of the use of previous funds have not shown to bring significant value to Decentraland. This is their third attempt at going for this 6th grant, the DCL forum discussions on the previous two attempts have many community members expressing their concerns about the DCL Reports use of previous DCL grants. Given the current analytics of the DCL Report, the DCL community overall does not see the value nor think the platform is scalable enough to have one decentralized news network, as many community members independently make content for the DCL without a grant.
