Cap ICE Supply at 1B

Hi Everyone

I would like to make a simple proposal to cap the supply of ICE to 1B to

a) Give Investors confidence that the coin will not be diluted 10x or 100x b) Ensure ICE is not given out indiscriminately to gamers and cause the sort of inflation SLP experienced. c) Attract More LPs

As things stand currently, I see infinite supply as a major risk factor for new participants of the DG-ICE token economy.
