Small fixes from the proposal below, that half way via voting period had 17M votes in favor and 0.019M votes against. The overall idea remains the same, simply it wont touch the objectives amount.

Most people now might see how much their earn on average, and decide to stop playing. This gives a boost to most people. Making most people more happy. Also, more people earning ICE, means more probability of people having banked ICE to play SNG. Small changes to lower brackets, also taking into account the dynamic chips I believe this is a needed change.
