Change OS royalty fee

OS recently reduced their fees from 2.5% to 0%. Hereby following proposal creator earnings fee from 4.9% to one of the following: 6.9% 7.5% 7.9% 8.4% 8.9% 9.4% 9.9% 9.9%+

This will punish flippers and people who mint plague wearables from banked ice to simply sell them.
