Secondary sales royalties revenue update

Proposal: Change the buybacks of ice from secondary sale royalties the same way to buyback AAW instead.

Instead of trying to put bandaids on and buying back ice we should look at the root of the cause and buyback AAW instead. I believe this is a better solution for the long term problem then buying back ice which is a temporary solution.

Ultimately AAW will only keep increasing with the current system emitting more and more ice.
