Update Uni-v2 ETH-$DG Rewards

Background

Per Proposal #Qma7S4z, Uni-V2 ETH-$DG LP rewards are 175 $DG/week 8/5 - 9/8. The current APY is ~78%, and there is ~$5.4M in liquidity for this pair.

Proposal

Reduce these rewards to 125 $DG/week for the next period (9/9 - 10/14).

Rationale

This continues our trend since launch of decreasing LP emission over time. Because we have been growing total liquidity on other platforms and chains (QuickSwap (Polygon), PancakeSwap (BSC), and SushiSwap (ETH)), we have room to reduce this source of emission. For example, we have ~$2.5M in the $DG-wETH pool on QuickSwap.
