Update $DG Gameplay Mining Rates

Background

The current $DG gameplay mining rates are:

• MANA Roulette: 29k MANA : 1 DG
• MANA Blackjack: 60k MANA : 1 DG
• DAI Roulette: 2.4k DAI : 1 DG
• DAI Blackjack: 5k DAI : 1 DG

Since last rates were set on January 5th, MANA has gone up more than 2x, and $DG has gone up more than 3x.

The roulette gameplay mining rate is based on |bet - win|, which favors single square betting strategy over non-single square.

Proposal

Update $DG gameplay mining rates to:

• MANA Roulette: 26k MANA : 1 DG
• MANA blackjack: 88k MANA : 1 DG
• DAI Roulette: 4.4k DAI : 1 DG
• DAI Blackjack: 15k DAI : 1 DG

Optimize the $DG mining rate for roulette to |bet - win| with a cap of 2x bet. This way, $DG mining incentives will be more equitably spread among different strategies.

Rationale

Due to changes in the price of MANA and $DG, we must adjust $DG gameplay mining rates accordingly.
