Extend Current Gov Rewards 10 Weeks

Background

From the whitepaper baseline allocation of 400 $DG/week, we’ve been operating at 800 $DG/week since 3/22 due to a prior passed governance proposal. Without a proposal passed to extend the higher rewards, we’d revert to 400 $DG/week after 4/26.

Proposal

Extend 800 $DG/week Governance reward for 10 more weeks (4/27 - 7/5). We continue to fund 400 $DG/week from the initial Governance allocation and 400 $DG/week from savings from reduced LP allocation.

Rationale

At this stage, to encourage staking and participation in governance, it still makes sense to support ~40% APY vs. the ~20% that 400 $DG/week would represent.
