Fund the Twitter API?

The Twitter API is $100 per month. Currently the Twitter API is used for the SWATBOT and for the automated alt raids.

I, @agentandr00, am willing to fund the USD for the API upfront and then be reimbursed by the treasury with FEDS.

There other less expensive (even free) ways to scrape Twitter to preserve most of the functionality of the bots, but I haven't coded/figured out/tested/implement it quite yet. Also not certain that we wouldn't end up coming back to using the API directly soon anyway if we get some outside communities using our stuff.

We can shut off the bot until we figure it out, or we can choose to continue funding it for the next month until the update can be reliably made.
