Transition Agents to Senators

PROBLEM:

Agents are intended to help guide the $FEDS project by:

1. holding $FEDS tokens
2. using $FEDS tokens to vote
3. helping build $FEDS project

We have too many agents who are not using their agents as intended.

SOLUTION:

Require agents to use their agents as intended in order to upgrade their agents to "Senators".

Senators will replace agents as the primary stakeholders in the $FEDS project over the long term. In order to upgrade to a senator, agents will need to collect "I VOTED" tokens by using their $FEDS to vote. "I VOTED" tokens will be airdropped automatically on Arbitrum upon the closing of each vote. To mint a Senator, you will only need to submit your agent and a number of "I VOTED" tokens (exact amount to be determined).

If agents do not want to upgrade to a senator, they can either sell their agent on secondary, or collect 9 million $FEDS for their agent refund.
