[Defrost #01] — Moving the incentives from the non-boosting DefrostH2O3CRV pool to the boosting pool

Proposal: This proposal is to vote on whether to move all of the incentives from the non-boosting DefrostH2O3CRV pool to the boosting pool.

Background: It has been weeks since we launched the mining boosting mechanism, and now more than half of the circulating MELT is staked in the boosting contract, harvesting MELT and H2O rewards, and giving a boost to the mining APR at the same time.

Details: The team is proposing to move all of the incentives from the non-boosting DefrostH2O3CRV pool to the boosting pool. To keep the incentives balanced within the emission schedule, the basic rewards in the boosting pool, that are migrated from the non-boosting pool, will be fewer, due to the boosting effect.

Melt rewards in the non-boosting DefrostH2O3CRV pool： 40,000 MELT/day → 0 MELT/day Melt rewards in the boosting DefrostH2O3CRV pool： 20,000 MELT/day → 50,000 MELT/day
