Allow Discretionary Acquisition of Yetis by the Board (5 AVAX budget)

Yeti DAO has been making awesome in-roads with many communities, from APEIN.Finance to BattleBoobas, Illuminati Owls, Yeti.World, and others.

One asset we can provide in a partnership are our awesome Yeti NFTs for giveaways and contests. They can also also be used in our treasury to earn DYSC for giveaways to new members or DAO contributors.

This proposal seeks to give the DAO board up to 5 AVAX with which to discretionarily purchase Yetis off the secondary floor. If we announce these moves in advance, it can lead to price manipulation, and having the seal of approval beforehand means we can scoop up floor-Yetis expeditiously when they appear.
