DAO Formation

1. A multisig wallet will be initialized via https://safe.fantom.network/.
2. Maxus, Fierydev, Larkin, and Dream will be added as signers. (3/4 sigs required) Dream was added because he completed over 1000 Deliland transactions in February and that was gigachad.
3. The FTM and Citizen NFTs at this address, 0x0d64e4dc1283d3a4a5f7af3f9d58128f6dfc0d6a, will be transferred to the multisig.
4. Fees directed to 0x0d64e4dc1283d3a4a5f7af3f9d58128f6dfc0d6a, will be redirected to the multisig.
5. Ownership of all Deliland contracts will be transferred to the multisig.

This is a SYMBOLIC vote and will be kept open for 30 days. The point is to kick off governance, get a record of interested users, reward them, and begin decentralizing the protocol.
