yip-7: 加速治理及投票方案 Governance Acceleration and Pre-voting

背景：

YFII目前的提案过程分为两部分，分别是论坛公示及讨论三天，之后是Snapshot投票三天。一共六天的提案过程时间已经是在所有DeFi DAO里面最快速的了。但是，我认为，DAO治理的流程还有可以加速的余地，并且，提高决策速度的重要性对于DeFi应用来说是毋庸置疑的，因此我建议采用如下办法提高YFII提案公示讨论和投票的速度，同时仍然确保YFII治理的符合DAO治理的公开、共识、公正要求。

方案：

A，做好pre-提案工作，做好提案的详细标准化模版，所有提案都必须按照模版填写

提案模版要求提案人在设计和写提案的时候就进行充分的思考，确保写出来的提案是高水平的，能够让所有人都能够看懂，把提案的来龙去脉，如何执行，以及预期执行后果都讲清楚。如此一来，其实是把原来提案讨论的时间置换到了提案发布前，让提案发布者自己先考虑清楚提案再发布，这样，可以把提案公示时间再压缩一天，从72小时公示变成48小时公示。

推荐的提案模版：

提案正文建议有逻辑的讲清楚提案的具体方案，可以包括如下内容

-方案内容及执行步骤 -方案是否有时间表 -方案执行后可能带来的好处 -需要注意的方案的潜在风险 -是否有其他项目采用了类似的方案 -实施该方案可能需要哪些资源和协助 -建议由谁/团队来负责推进该方案

B，投票推荐提案加速法

如果某一项提案特别棒，或者社区共识特别高，并且提案设计也很科学，没有什么修改和讨论余地了，提案提交人可以在提案提交论坛的时候同步在snapshot发起提案加速投票，提案加速投票不对提案本身表决，仅仅是对于该提案是否应该加速进入投票表决而进行投票表决，如果，该加速投票能够获得800 YFII的支持，并且反对票少于200 YFII，那表示社区已经对该提案的科学性进行了背书，提案可以在投票达到800YFII的时候立即从论坛提案变成Snapshot投票。

凡是以加速投票为目的的投票，投票名称前应该用括号备注【预投票】/[Pre-Vote]，以示同正式的YIP投票的区别。

Background:

YFII's current proposal process is divided into two parts, three days of forum discussion, followed by three days of Snapshot voting. A total of six days of proposal process time is the fastest among all DeFi DAOs. However, I believe that the process of DAO governance can be accelerated, and the importance of increasing the pace of decision-making is unquestionable for DeFi applications. Therefore, I suggest the following methods to increase the speed of YFII proposal discussion and voting. At the same time, it is still ensured that the governance of YFII meets the requirements of openness, consensus and fairness of DAO governance.

Solution:

A. Detailed standardized template of the proposal, all proposals must be filled in according to the template

The proposal template requires the proponent to fully consider when designing and writing the proposal to ensure that the written proposal is of a high level, so that everyone can understand it, and understand the pros and cons of the proposal, how to implement it, and the expected implementation consequences. In this way, it can actually shorten the previous proposal discussion time, and let the proposal publisher consider the proposal before publishing on forum. This way, the proposal forum discussion time can be compressed by one day, from 72 hours to 48 hours.

-Project content and execution steps -Is there a timetable for the plan -Possible benefits after the implementation of the plan -Potential risks of solutions that require attention -Whether other projects have adopted similar schemes -What resources and assistance may be needed to implement the program -Suggest who/team is responsible for advancing the plan

B, Acceleration of voting to recommend proposals

If a certain proposal is particularly good, or the community consensus is particularly high, and the proposal design is also very scientific and detailed, there is very little room for modification and discussion, the proposal submitter can initiate a proposal acceleration voting in the snapshot when the proposal is submitted to the forum, and the proposal acceleration voting do not vote on the proposal itself, just vote on whether the proposal should be accelerated into immediate voting. If the accelerated voting can be supported by at least 800 YFII, and the NAY vote is less than 200 YFII, it means that the majority of community has already endorsed the proposal, the proposal can be immediately moved from a forum discussion to a snapshot vote when the vote reaches 800 YFII.

For voting for the purpose of acceleration voting, the title of the voting should be marked with [Pre-Vote] in parentheses to show the difference from a formal YIP voting.
