Summoning Cooldown RFC

In our weekly AMA that was held on March 30th (links below), a question was asked (https://discord.com/channels/861728723991527464/870788018422829146/1090419532671238205) about extending Hero Summoning Cooldowns, the time between being able to Summon with the same Heroes. This is a feature that overlaps between the game and the broader ecosystem, and we want to hear community feedback on the suggestion.

As such, we are opening a Request for Comment vote using our governance system to determine if this idea is something players would be interested in pursuing. If the response is affirmative that players are open to seeing it extended, we will put together a proposal with options for how the change would work and bring that for a future vote.
