DIP053 - Enable Native USDC on LSR

Summary

dForce DAO proposes to add support for the native version of USDC on LSR.

Motivation

The dForce community approved for the collateral support to the native version of USDC on dForce Lending through DIP050.

In parallel, we propose to enable native USDC as a collateral asset on LSR to support 1:1 swap with USX on all L1/L2 chains supported.

Specification

Native USDC will have the same debt ceiling as bridged USDC which can be viewed here.
