[DIP-30] Remove EURS/USDC LP from receiving token emissions/rewards

Overview:

This proposal recommends the removal of EURS token emissions on Polygon. The recommendation comes after a review from auditors stating the EURS token on Polygon isn’t up to par with token standards as it has only 2 decimal places. This creates an issue with providing a pool for the EURS token. Thus removal of DFX emissions to this pool is recommended.

Specification & Implementation:

EURS/USDC 50/50 -> 0xa1fcb23ce4f0aAEA0DE82B2a34c86fcC17D259Fd

If approved, the EURS LP will be removed from receiving DFX token emissions.

Pros:

• Removes an incompatible token from receiving DFX emissions

• Reduces DFX emissions by around 20k

Con:

• EURS LP will no longer be receiving DFX emissions/rewards
