DIP003: Change governance to be governed by vDFYN rather than DFYN.

This proposal includes two changes:

1. Change snapshot governance to allow voting with vDFYN rather than DFYN.

2. Set the proposal threshold to 100vDFYN (which is currently about 1650DFYN).

This will encourage participation in vDFYN and automatically will increase the cost of participation over time, which will encourage long-term commitment. The increase in the cost of the proposal threshold from a value of 1000DFYN to about 1650DFYN should not be a significant barrier to entry given DFYN's current price.
