DIP6: continued pxETH product incentives

pxETH launched in mid December 2023. RIP45 approved the use of the Redacted DAO treasury and 5% of BTRFLY total supply from pulse emissions for the purpose of launching and growing pxETH, for the year starting from mainnet launch of pxETH, to be managed by the Strategic Asset Committee. For the second year of pxETH bootstrapping we propose that the Dinero DAO treasury and 10% of DINERO total supply from pulse emissions be made available to be managed by the Policy Committee.
