Lower Emissions Produced per Second

Lower the emissions per second will reduce the APR/APY for farms, pools, nft pools, vaults and other earning mechanisms. It will also probably reduce the amount of DMD being sold on the open market daily. This in turn could increase the price of the token which would also result in increased APR/APY.

If the vote succeeds in passing we will propose another vote with the percentage to decrease.
