Action to identify "inactive" doordao members

This proposal is to identify "inactive" members of the doordao with intentions of removing anyone deemed "inactive".

"Inactive" members will be described as someone who has not voted in the last year and has not been active in doordao discord for the last 6 months.

If proposal passes, we will create another proposal for kicking out any members the active doordao deems "inactive".
