Paper reimburse for swapmeet bug

Over several months Swapmeet was showing paper claimable on some DOPES that were not.

5 people were known to be affected and 4 came forward.

This proposal is to reimburse the 125,000 paper per Dope expected (500,000 total for the 4 members we could contact. (125,000 x 4 = 500,000).

We've reached out to the community in the support channel and Twitter to get wallet addresses from those affected.

Reimbursement would be done via the marketing wallet.

These addresses would each be reimbursed the 125,000 paper they expected.
