DIP-31: Streetcred for voters

DIP-24 created STREETCRED as a new non-transferable reputation token to reward governance participation with a initial allocation to existing contributors.

This is a simple followup proposal to additionally reward 100K STREETCRED per vote on Snapshot to existing governance participants (including this proposal).
