Make the drain self sustaining

As we all know the drain is an expensive proposition for a single user. I suggest that some fraction of the drain be set up in a fund that makes the drain self sustaining (i.e. drain will now complete a mass drain, which sells all rewards from all pools, and is put on a randomized timer and the fund is used to pay for the gas fees). As to the exact amount of the drain given to this fund I will not propose at this moment.
