Limited voting power and level it up.

The voting power should be limited but keep the duckies represent the voting power. But you can level up the first limit with holding mythic nft with a certain rank. Your total rank mythic nft determinates your maximum duckies you can use in voting power. So the duckies and mythic are important here. Maybe zombeak legendary can have also a special place here. The maximum voting power that can not be higher is the maximum duckies voting power for total rank 60.
Nobody can have higher. You are excluded to vote on your own proposal. This makes whales can not have endless voting power. I do not know but it would be awesome to use the duckies as governance token for the Yellow network.
