EBOG Prop 2 -Establish Quorum

The DAO is starting day one (5/10/21) with the original 774 addresses per the requirement made by Treum. However despite the best efforts to spread the word only 174 addresses participated in the official proposal vote. In order for this DAO to function we need to be able to vote on proposals swiftly and potentially often. If we maintain the current threshold of 155 addresses (20% of 774), we will have a tough time passing anything, and in an appropriate time frame. A vote of YES on this proposal sets the Quorum to pass OG DAO proposals to 88 positive votes. (88 represents 50% + 1 vote of the total votes cast for Proposal 1)
