PRIME sinks burn rate adjustment

Proposal to adjust PRIME sink schedule to 90% burn / 5% to Prime Drives / 5% to Prime Sets.

Please note that after a community sentiment check the proposal was slightly modified to the above percentages - the original proposal was for a 100% burn rate on sinks. The voting period begins 12am ET on May 1, 2026. Wallets holding PRIME on Ethereum mainnet and Base will be eligible. Wallets that have cached PRIME with Wayfinder (on either network) are also eligible. The voting period will end at 12am ET on May 8, 2026.
