Echelon Contributor Comp Fund [TIER 1]

OVERVIEW There are many who selflessly contribute to Parallel and Echelon. Discord moderators, for example. Mods have early access to Parallel testing and other benefits like pack reservations and #friendship. But what if there was another benefit? This proposal presents a new way for the community to say thanks and give back.

APPROACH

1. Create a button where ppl can send PRIME to the Contributor Fund. Sender must indicate amount and recipient. Recipients will be on a drop down list. All non-team mods on Parallel and Echelon Discords will be automatically included. Others can request to be added by getting in contact with an EP. EPs will approve or decline applicants via the Rule of Three. 2. Create a new channel in Echelon Discord to keep track of the 'tips'. Any time that PRIME is sent, a bot will automatically send a message in the Discord to indicate the amount and recipient. All PRIME will sit in a single allow-listed address until the token is transferable. Once PRIME is transferable, it will be sent to the contributors who earned it. Following the vote to unlock, 'tips' will be routed directly to contributors.

RATIONALE This is another way for the community to give thanks to contributors. It also provides additional pre-Parallel utility for PRIME.

COSTS No direct costs. Minor indirect costs in the form of developer resources to create the button and Discord bot.
