This proposal is to burn all ECO tokens, by zeroing out their balances, ahead of the planned migration from Eco's original two-token currency system to a new single-token protocol.

At this point, ECO shows a zero balance and a name of 0xdead. Simulation Summary Optimism: The simulation checks that ECO is returning a real supply and name. It then upgrades L2ECO, and calls a reinitialize function to change the name. Afterwards, L2ECO's name is changed and the total supply returns zero.
