Proposal 005: Change ELP-2 & ELP-1 emission rates

Currently atm, ELP-2 is highly underutilized whilst ELP-1 is normally at 50%+ utilization rate.

At the moment, it makes no sense to incentivize ELP-2 as much as we are given it is inflating more than it is earning.

The team proposes to shift 50% of the current ELP-2 emission rate into ELP-1.

At the moment, the current emission rate is this: -ELP-1 1702 $aEDE per day -ELP-2 1021 $aEDE per day.

The team proposes we adjust to the following: -Increase ELP-1 rate to 2212 $aEDE per day. -Reduce ELP-2 rate to 510 $aEDE per day.

We can always adjust at a later stage to redirect rewards back to ELP-2, but until ELP-1 is bulked up, it makes no sense to emit high amounts of tokens from ELP-2 farming, especially whilst it is underperforming as hard as it currently is.
