Proposal 004 [BNB chain]: Relaunch ELP-1

With our recent launch on Arb, we tested used new code to protect against the same opportunistic trading that occurred on BNB chain regarding the CEX whale.

With the recent success on Arb using the new ELP code, we wish to relaunch ELP1 on BNB chain.

This vote is for the following: -Relaunch ELP1 on BNB chain

The result of the vote will re-launch ELP-1, requiring those who are currently providing liquidity on BNBchain to move over to the new pool.

The new ELP pool will be relaunching at $1, so whatever value of ELP-1 you have will remain the same.

So if the current price of ELP-1 is $0.75, and you have 1,000 ELP-1, it's value is $750. Moving to the new pool will still result in you have $750 worth of ELP-1, none of its current value will be lost.

The anticipated relaunch time & date is Friday the 24th of March at 10:00 UTC.
