Proposal 004.5 [BNBchain]: Asssuming relaunch, BUSD, USDT or both

Continued on from this proposal, assuming we relaunch the ELP on BNBchain, we have a choice over if we want to use USDT + BUSD, or just BUSD / USDT.

Given the recent issues surrounding every single stable coin that wasn't USDT, many users have found that trust of USDT remains the highest.

This vote will decide the following: -Including both BUSD + USDT in ELP-1 -Including just USDT -Including just BUSD

The outcome of this vote is reliant on proposal 004 being passed.
