Proposal 005 [Arbitrum]: Include $ARB token in $ELP-1

Key points: -Arb will be included in $ELP-1 at a weighting of 5% -Open Interest will be capped at $50k-100k short value until we are confident that the volatility of the $ARB token isn't prone to abuse or prone to intense volatility that could be easy shorts for traders to take advantage of. -With the addition of $ARB into the pool, the pools structure would be one of the following:

Keeping 50% stable coin structure Structure 1 5% ARB 25% ETH 20% BTC 40% USDC 5% USDT 5% DAI

Structure 2 Decided with subsequent vote

Integration of $ARB into ELP-1 would occur roughly Tuesday/Wednesday at this stage given current development priorities (UI overhaul)
