Proposal to pay Loki_VT

As many of you hopefully know, @Loki_VT has been leading the Comms and Biz Dev efforts since the launch of $TIC. He has done a fantastic job of forging and maintaining connections on behalf of the project, at times working many, many hours a week to make ElasticSwap a success. The founding team, @SSDD, @0xean, and @LSDan feel that providing him a modest salary is the best way to spend the first tranche of income earned by the DAO. To this end, we propose paying @Loki_VT 3500 USDC per month as compensation for his services.

If this proposal passes, @Loki_VT will be the first official paid member of the community, receiving 3500 USDC on the 15th of each month beginning September 15th. At the end of 12 months, his role will expire and need to be renewed by the DAO. This salary is contingent on @Loki_VT continuing to fulfill his role as Head of Comms and Biz Dev.

At the time of this proposal, the DAO is earning approximately 2500 USDC per disbursement cycle and has 34,250 USDC in reserve. The treasury also controls roughly half a million dollars of liquidity.
