Minimum Voting threshold for DAO

All DAO votes need to have 100 votes minimum until mint crosses 2000 total. Redo the threshold then as more mints happen. All DAO proposals need to be 60% minimum to be voted in. These proposals would enforce it backdated towards previous proposals and put them up for a revote for those that did not meet this criteria.
