International shipping paid for by the DAO

New proposal to cover international shipping as outlined in the original documentation. Since the Square invoices have gone out, some of us are quite shocked with the cost of international shipping. We minted under the premise that the DAO would cover the cost of shipping, regardless of "mint out". To maintain goodwill in the community I'm re-hashing the previous vote that fell short of the 100 vote threshold but had overwhelming majority support.

This proposal already has the votes but it was given a longer timeline for voting which will result in many people not getting their wine before the holidays! this is a 48 hour timeline!
